I gather you're asking if baking soda is what's used to control pH. Nope, it's used to raise total alkalinity with little change to pH.  It's chemical formula is NaHCO3.

Soda ash is what's used to raise pH. It's chemical formula is similar but not quite. Na2CO3

No. The pH in swimming pools are normally 7.2. The pH of baking soda is 9. The pH levels in swimming pools are maintained  at the range of 7 to 7.6.
