Yes, but there is hope that technology improvements will reduce this cost significantly.

It depends what you make it from.

Biodiesel (fatty acid methyl ester, or FAME) from waste fryer oil is cheaper than petroleum diesel.  However, it seldom qualifies for preferences because it doesn't increase the market for oils; these programs are mostly written to please the farmers, not the consumers.  Biodiesel from virgin oils is more expensive than petroleum.
