There will be one name given it by the victims' side, and another by the perpetrators. A lot depends on what their motivations are, which can only be guessed at by outsiders.

It could be what you said, or mistaken identity, delusional reaction, or just monumental stupidity. Maybe a few other things.

I think "terrorist" is applied a little too easily nowadays.
