  1. Like most STATES Brazil does a bit of both. For example they have copious sugar production which they export (as well as make ethanol from) but they lack oil to make plastics. In this day and age most import more than they export.


  2. As previously stated by the other answer, all states do a both import and export.  But on a net basis according to latest economic indicators Brazil is currently importing more than they are exporting.

    This is due to appreciation of their currency in part due to improvements in macroeconomic fundamentals, tight monetary policy and better terms of trade.
