Is brunch always a buffet?

it depends on if you are going to a restaurant or if you are having brunch at a friends house. at most restaurants it is a buffet though

Depending on the place, they can give you a menu to order from or a buffet where you can pick out the things you like.  The buffets are best as it doesn't matter how many times you go up.  You still get charged one price + tax+gratuity.

In a restaurant it can be buffet or a limited choice from the menu.   One place we like has special pricing on Sat and Sun, and the choices are different kinds of frittatas with fruit and bread or French toast with fruit.  There are usually special drinks, too--like mimosas or bellinis.

In a home brunches are usually served buffet style, although bridal brunches might be  more formally served.
