The blog should have a sound fan base and you should consider advertising your blog wherever you can. Otherwise, profit is too little to do the work of making and maintaining a fan base just for the ads... unless you are really good at that.

If it's quality blog with decent amount of visitors why not? Remember to keep your web visitors and get more traffic you should continue posting quality stuff. Search engines like blogs because they are updated frequently - if you plan on just buying a blog and without investing/writing your own posts then it may not be the best investment.

It depends on the blogs you're thinking about buying. If someone has worked it well and it's getting lots of readers and making money for the owner, then yes it's a good idea. Or if the current owner has filled it with good content and you intend to promote it to get visitors then, it's also a good idea to buy it. Heck half the work has been done for you already. :)
