So, there are various VoIP services with different introductory free offers.... but, always read the fine print and terms of service before spending any money on them....

Nothing is really free. First of all, if you have a home phone (land line), you have to pay the service for the phone. There are different plans you can buy and that will depend on whether your individual call is "free" or not. Most plans have "free" service in a certain local (specific area code) calling area.

On a cell phone, you buy "minutes", as long as your not roaming and within your "minutes" the call is "free". (although not really as you are paying for the service plan.)
