well the owner is the only person that can insure a car.  if the owner also lists a driver with less experience or who has more points than he does, it would be rated on that driver.  its always rated on the highest person.

Insurance is bought for the car, not for the owner, not for the driver but for the car.  Whoever said only the owner can insure a car is wrong.  Anyone can insure any car they choose to insure.  I drive and insure vehicles that are owned by my Bro-in-law and have done so for 30+ years.
