All the cash gifting devotees will tell you it is but it is NOT.

In the U.S., you can be prosecuted for securities fraud if you engage in cash gifting.

It's not a gift if anything is expected in return.  If you don't expect anything in return, then I have a wonderful list of worthwhile organizations that deserve your support.

Yes, anyone can gift up to $12,000 to any one individual.  There are no income taxes due by either party.  Check out the irs.gov web site for further informationtion.
