Is censorship good or evil?

I believe that if you bottle people up they just go insane and it makes them more willing to break rules just out of spite. But is that better than locking everyone down to a conformist ideal?

Which world would you prefer living in, one where everyones running around in the streets doing whatever they want? Or one where everyone's trapped in their homes with duct tape over their mouths?
