Is certificate of no impediment the same as "sworn statement of single status"?

Question

me and my fiance are having troubles with finding out this thing.he is british national and am bosnian,we need the proof that he is single in order to marry in bosnia.

but it is confusing,because both of these r proof of single status?my question is,does anyone know if this sworn statement is just as valid as the certificate of no impediment?

Certificate of no impediment is the same as a sworn statement of single status to prove that a person is not married.
