Usually people go by CPM (cost per thousand impression/hit), so 3 cents would be $300 which is pretty high, but it all depends on the industry youre in and what the quality of traffic you are receiving

Please try google adwords. There you can fix the your own budget for your advertisment. The google adwords are working on a bid system. Whose bid is more thier ad will be displayed more. But it is possible for 1 cent also in google adwords.
