  2. I don't know what you mean by "public fund". It sounds like this program is funded by the government. I don't know how the tax system works in the UK, but the government probably uses part of the taxes its citizen's pay to fund that program.

  3. If this is UK, then I think I know what you're getting at. Any benefit other than child benefit is defined as public funds.

    As child benefit is not means tested, it does not count against you if you are receiving it.

  4. If your passport stamp appeared " not public funds" , you would not get the child benefit, legally.
