Is cigarette lighter socket is active while my BMW is off?

I want to hook up a battery tender to my 2003 BMW 325i through the cigarette light socket. However, is the socket active when the car is completely off and the key is not in the ignition?

Generally to save from the battery going dead the germans have provided the cigarette lighter be OFF when the car is off an the key is out of the ignition lock.

This mentaility has servied the germans well thinking that no one in america drinks in their BMW's either.
