Usually. Not all bars have it banned, but it is in most restaurants.

All public places which allow the presence of persons under the age of 18 are smokefree due to the Georgia Smokefree Air Act of 2005.  Nightclubs that id at the door and do not allow the presence of minors at any time may allow smoking indoors.  This varies location by location.

You can smoke in bars (they have to be designated as a bar) in some counties. Some counties have banned it.
