  1. Depends, They usually use dry ice whitch is frozen carbon dioxide which is not so bad in small amounts. If you considar if the area under the cloud needs the rain or not then it could be harmfull since you are interfiering with natural weather conditions.


  2. No.  It is not an exact and prove technique.  But it does seem to bring increased rainfall.  The theory is that the rain is going to fall somewhere so why not try to have it fall where it is most needed.  Dry ice is dropped from air planes and silver oxide if sent aloft by generators to enhance the chance of rainfall.
