  1. no not really.

  2. It depends where you are in Costa Rica... and what you call safe.  I assume you mean if you can walk around by yourself without threat to be robbed or assaulted.

If you take normal travel precautions (stay away from poorly lit areas, avoid known bad areas, do not wear flashy jewelry, nor carry the expensive camera hanging from your neck) the country is fairly safe.

Most smaller villages and many countryside areas are quite safe.   However there are some regions that are riskier(particularly in the Atlantic side and close to the northern border).

In the larger cities, there are parts that are fairly safe, and parts that are unsafe.  Like many places in the world, cities tend to be less safe than the villages.

Better to ask your host or hotel about the specific area you are in, and about areas that you should avoid.

  3. Not really.

Every Sat. night I used to go by bus to check my email.  When the bus stopped I would cross the street, run into the PC room, do my mail, go back out, catch the first taxi and go home.

No one ever bothered me, but native told me I should not do this as a woman alone.
