Crime is everywhere. When I visited San Diego a few months ago, I was AMAZED at how humble the drivers were. Its busy (especially in Mission Bay area) and they yield to other cars and pedestrians running into the street and still keep a smile on their face. I loved it!!

San Diego has crime like anywhere it's just a very conservative run city so they try to hide it best they can. To answer your question about City Heights if you think it looks bad now it's a huge improvement compared to how it looked 20 years ago the same for south east San Diego and downtown.

Of course it is.  Everywhere else, crime is good.  It's only bad if you're in San Diego.
