Is criticism of your local council the same as "harrassment"? and should bloggers be arrested for doing it?

If they made it a crime to complain about councils round the country then it would mean you would be scared to make any comment about how youve been waiting for  over a month to have your heating fixed....  as you could ge into trouble/fined/ court appeance/ fines/evicted/asbo

  3. I do wish you wouldn't put ideas into the head of our unintelligent Home Secretary. This government have proved how anti personal freedom they are by allowing local councils to snoop on you (like M.I.6) as they have just done in Dorset over a child's place in school.

It depends on the nature of the criticism.  If he posts the odd article on his blog criticising council decisions, I would say no.  If he's constantly emailing his councillors with abusive tracts about their decisions, frequently telephoning their offices, going to surgeries incessantly and generally acting like a crank then yes, it can be considered harassment.  Freedom of speech is fine as long as it isn't abused.
