  1. Culture is a hard construct to define, because it encompasses everything that is past, present and future about a group of people.  However, human nature and behaviour are the same.  People have universal emotions, requirements for survival, and need for relationships.  So whether a tribe from Papua New Guinea is completely different from industrialised USA, both cultures are situated on different points of the same dimensions.  So, in the truest sense, no, culture is not culturally bound.
