It depends on the content.  If the content is copyrighted material and not posted by the copyright holder (there are exceptions, such as satire and certain edits), then technically, even the download part is illegal.  If the material is uploaded by the creator/holder, then the assumption would be the DL is legal.  

Burning in and of itself is not illegal, but without permission, giving or showing the burned video would be,

The chopped up versions on youtube is legal (i think) since its not the "whole" video.

If you download it and distribute it, yes its illegal.
