Leagle?  Do you mean "legal" as in not against the law?

Of course it's legal.  There are cameras set up to watch everything from traffic in Chicago to Honolulu beach, all of which are accessible to the public if you know where to go.  Earthcam dot com just puts them in an easy to find format.  Why would it be in any way against the law?  Or even better, why would you wonder?  Public access is just that.

Added:  And another question.  Why did you ask in Cars and Transportation, Safety?

It appears to be.    It's doubtful that it's making a profit.
