  1. No, they are not the same.  Right now we are in daylight savings time.  EDT is 1 hour ahead of EST.  In 2008 the U.S. is observing daylight savings time from Sunday, March 9th through Sunday, November 2nd.  So any hour during these dates is in daylight savings time, unless you live in states that are not observing daylight savings time (namely, Arizona and Hawaii).


  2. Um...yes and no.  They govern the same geographical time zone but at different times of the year.  But they're not the same time.  Eastern Daylight Time is always Eastern Standard Time plus one.
