  1. In certain small shops and restaurants it certainly is an art.


  2.       No.  It's a state of mind.  There are people who try to be eccentrics, and they make complete fools of themselves.  I think Einstein could be considered eccentric.  It's often related to genius, and their behaviour and/or thoughts can sometimes be incomprehensible to the rest of us.

  4. One definition of 'art' is "a system of principles and methods employed in the performance of a set of activities".  And, 'eccentricity' is merely a "deviation from the normal, expected, or established".

    So, to answer your question - yes, eccentricity can be described as an art.

Oh, I sure hope it is as long as it's not destructively obsessive and controlling.  I once sat for an entire day making a bunch of "comets" out of fiberfill and bright cloth swaths just to give away to some kids at a carnival. (The "comets" look a bit like badminton birdies only they are made from soft material).  It was fun to make them, fun to throw them and fun to give them away.  I know that was eccentric, but I didn't care...A news cameraman came by to video the festivities just as I threw one into the air.  It landed directly on his video camera and he never flinched...just kept filming.  I got a "kick" out of that !   :)
