  1. The R-value of blown-in insulation is 3.7per inch.  8" will net an R-value of 29.  R30 to 38 above a heated space is desirable.  You may want to increase it a bit.

  2. I'm not certain of the temps in RI but the more the better.  It not only helps with heating it helps with cooling also.  Plus, you'll get a return on the amount you install. You'll see it in your heating/cooling bill.

    If you already have the machine and the mess, it's easiest to add another 10 bags now instead of making the mess down the road again.

    Here in ND, we use12-14" in the attics, so I'm guessing 8" should be enough, but personally, I'd go 10".
