Is emergency an emergency dispatcher and a emergency operator the same thing?

Normally they distinguish between working the police and fire radios and telephones.

I am a retired 9-1-1 Police and Fire Dispatcher II The position did all the radio and phone work.

Call and have them clarify.  It varies from state to state

Depends on the agency and the organizational structure. Some agencies have a different person (911 operator) who is on the 911 telephone while other people are taking that information and broadcasting it over the radio (911 dispatchers).  In some agencies these functions are combined, and in others, the dispatchers share or rotate calls and play both roles at different times.
