i dont understand this question. also, i dont understand this. its a fill in the blank: A is a ratio of two measures with different units.

Also ratios don't need to be rates.  A ratio is simply another way of expressing the size of one number to another.  HOWEVER a rate is a ratio, since the rate has UNITS associated with it.  The most common rate is miles per hour, so the ratio is (say) 50miles:1 hour.
