Is everyone eligible for the Queen Elizebeth Scholarship?

Of course considering that you qualify? Do you have to be taking OSAP to be considered for the admissions of this scholarship. And if you take the OSAP and have the good marks (as said in the criteria) do you automatically receive this scholarship?

Only students who have graduated in May/June of 2008 and who apply by the deadline are eligible for the QE2 scholarship.  You must apply for OSAP.  If you receive funding from OSAP you cannot just take the scholarship and refuse the loan.  

If you are awarded the scholarship, it will be sent to the financial aid office of your school for you to pick up.
