It depends.  What's a Hawaiian poke?

Yes, but it's not going to be of the same quality (texture and flavor) as unfrozen ahi or yellow fin tuna.  It will likely seem fishy in flavor (compared to fresh) and the texture will be different.  I would generally advise against eating frozen fish raw (in poke form).  In this article they say that you can use 'flash frozen' fish for poke... check it:
