Is gambling legal in ga.?

under the ga law http://www.gambling-law-us.com/State-Laws/Georgia it states gambling and lotteries are illegal, but how are the Ga lottery and a lot of other places able to sell scrath cards and lottery tickets according to this law

Because the government supports education with the funds.  Secondly, they are referring to REAL gambling like they have in Las Vegas that has had a connection to organized crime.
