Is government a burden to business?

Is having roads, police, etc., a burden to business.  Would hiring 24-hour armed guards be a burden?  Would having to fly all supplies, products, and employees by helicopter be a burden?  Business needs government to provide it (often for free) with things it could not afford to buy in the free market.

It can be.  It depends on the degree of regualtion and the need.

Everything is a burden.  The question is do the benefits justify the cost.
