No, I doubt it very much. A huge variety of herbaceous plants, parasitic plants, aquatic plants, epiphytic plants, etc. would be difficult to impossible to graft.

Theoretically.  

Some just get hard to do. Not very practicle to try grafting grass is it?  And hard to get herbaceous stems to stick together.  

Grafting is generally for woody plants that have economic value.  Like cultivars of fruit trees.
