I suspect the TiCats are raising valid concerns over an "iffy" deal for them.  Don't know that I would call it stalling.

This is a difficult time coming for the CFL with the announcement of the Bills playing in Toronto and two fledgling US leagues kicking off in 2008.  Bad enough that some fans seem to think Toronto needs the NFL...but there are a lot of players who given the choice would rather stay and play within the US borders than come to Canada.

Well, considering the huge rivalry between the Ti-Cats and the Argos, and between Hamiltonians and Torontonians in general, it does not surprise me one bit that the Hamilton franchise doesn't want to help bring the NFL to Toronto.  I don't think they're stalling at all; they're serious about not wanting in on it.
