Is he qualified for a Disabled students allowance?

Is my brother qualified for a disabled students allowance if he's epileptic. It's fairly well controlled, but he still has frequent auras.

If they didn't think that he was disabled, then they wouldn't have give him a computer, tell him to put in for a students disabled allowance, and leave it up to then to tell him if he is or not.
