Is he too young for me?

I am 15 and he is 13. We are neighbors and best friends. I really like him. Sometimes we make out and we text each other all day long. He is in 8th grade, and I am in 10th. I am really short for my age, so we look about the same age. Is he too young for me? and is he too young to go beyond just kissing?
