Is her teen daughter out of control?

i have a 15 year old neighbor Amanda (I'm 19) who lives just across the road. Her dad died three years ago and because her mothers ms was so severe custody was awarded to her aunt. but her aunt didnt want her, and her mom did, so secretly she went back to her moms.

at first her mom was just very lenient with things like curfew and stuff like that. but over the course of three years things have drastically changed. Amanda got her belly button pierced, then her nose, then her nipples! then she got two tattoos. Then she started wearing trashy clothes, taking guys into her bedroom and blowing them, driving her moms car everywhere without temps or a license, skipping school, and even dealing pot! Her moms feels that because she's confined to a wheelchair there's nothing she can do, so she lets it go. I feel if at 15 she's doing all that it'll only get worse (she even shoplifts occasionally). She's been suspended twice for having pot.

is it just me or is she out of control?

Yes, she IS definitely out of control.  Since her mother can't or won't or doesn't know how to help her, I am going to ask you to help th girl.  What I would suggest is that you call Social Services annonymously, and then state yor concerns and what hte girl has told you.  They MUST investigate any such reports, and they will definitely investigate, and hten decide on a course of action.  Please, do this for her, before she has something happen to her that can devastate her, and especially her mom.  Help her, please.
