  1. Yes.  Some have used blimps, and others are trying it with aircraft.  UAV Global Hawk can stay aloft for 36 hours and is in regular service today. The QinetiQ Zephyr has a record of 82+ hours.

    There is no "high altitude platform station" that I know of, except perhaps a base station on Mt Everest.
