My boyfriend uses magnums but the condom still leaves a ring and cuts off circulation a bit... is that supposed to happen?

No that isn't suppose to happen.  Instead of the regular magnums he should by Magnum XL's.  They XL's in stores like Walmart or your local pharmacy.

As long as he doesn't leave it on for a very long time, it shouldn't pose any problems.  The best thing about that is you don't have to worry about it slipping off while you're having intercourse - if it's nice and tight, it will stay in place.

The condom shouldn't cut off the circulation on his p***s. It should be comfortable, not too big where it's slipping off and not too tight where it cuts of his circulation.
