Is hookah illegal in Colorado?

There's a few hookah bars here,and they don't care how old you are.I'm 18 and my friend's little brother is 16,and we never got in trouble.Is it illegal at all?

Narghile Nights in Fort Collins always card, that's why they will be around fro a long time the Department of Tobacco and Alcoholic Beverages won't revoke their permit and close down the joint. Seen a lot here and Texas and Colorado where I travel a lot just not be there anymore because of that.
