  1. Gambling is popular in Ireland, a country well known for its love of horses and horse racing. However the laws  on gambling in Ireland are criticized as being out of step with the rest of the world. In 2010, a review of gambling laws was taking place in Ireland, with particular emphasis on the situation regarding casinos and online gambling. The main piece of legislation on gambling was still the Games and Lotteries Act of 1956.

The Irish government has taken an interest in racing, partly to further the cause of the horse racing industry. Taxes and levies, both on-course and off-course, were imposed to raise funds for the horse and greyhound racing industry. The Horse and Greyhound Racing Act of 2001 sanctioned the state's support for the greyhound and horse racing industries. This Act set up a fund for the industries. One anomaly in the racing industry is the position of Fixed Odds Betting Terminals (FOBTs) which are not allowed in public houses or betting shops as they are classified as gaming machines. These have been allowed in the UK.
