  1. Usually I agree with Rillifane but not in this case. The 19th arrondissement is indeed towards the outskirts of the city, but the thing to bear in mind is that Paris is very compact. That arrondissement is served by métro lines 2, 5, 7, 7bis, and 11. All of those (with the exception of 7bis, which has only 8 stops) can get you to or near some major tourist attractions. Line 2 can be taken to the Champs-Elysées (Charles de Gaulle Étoile station), line 5 to Bastille (not especially interesting in and of itself, but right near the Marais district), line 7 to the Seine River or Place Monge, and line 11 to Châtelet, right by the Seine and a short walk from the Île de la Cité, where Notre-Dame Cathedral is located. None of those journeys take very long, and the 19th arrondissement is probably the cheapest in the city, whereas those towards the center, while beautiful, are far pricier. If money is tight I would say that arrondissements like the 19th, 18th, 20th, etc can provide some relative bargains.


  2. No its not anywhere near the center but it is, at least, technically within the boundaries of the city of Paris.

    The bottom line here is that if you want to be in the center then you need to stay in the 1st-6th arrondissements.

  3. Blvd. Jean Jaurès is in the 19th. Arrondissement. That is on the northwestern edge of Paris near the suburb of Pantin.

    By metro it is a short ride to the center of the city, but don't try to walk it!
