  1. In ways it is, in others it is still being destroyed.  There are plans in effect to help with projects in and around Iraq, however the Iraqi government make it pretty hard to legitimately get something passed.

Very little is being done to rebuild Iraq.  The Americans, who have bombed the h**l out of homes, businesses, mosques, hospitals and much of the infrastructure have really focused upon their $700 million embassy and about 14 military bases that may never be used.  Electricity, water and sewage is fine for American interests but fails for most of the rest of bombed Iraq.  There are 5 million refugees without homes or businesses to go back to.  This is an atrocity and a war crime.

    Americans are now whining about the costs of rebuilding Iraq that they so liberally bombed.  They're complaining that Iraq's oil should pay for it.  Iraq, however, no longer owns its own oil.  It was sold off, under American pressure, to mostly American oil companies.  

    The rape of Iraq has yet to end!

    America is responsible; they broke everything.
