  1. It depends on what sort of game you're playing.  

    If you're just having a few rubbers with your friends, it's probably no big deal.

    Most clubs and tournaments have bidding boxes that you bid with instead of announcing your bids.  These boxes have a STOP card, which serves the function you describe.  By the way, whenever you announce a jump shift or use the STOP card, the next player is supposed to wait 10 seconds before making his next bid.  Use of this card is optional, but you must be consistent throughout the entire session--you can't sometimes use it and sometimes not.

    To answer your original question, you're not supposed to announce a jump bid out loud in a club or tournament game.
