Is it Australia or Wales lineout?

Question

Wales player kicks the ball. Australian player has both or one foot in touch and then picks up the ball which is in play. The result is a lineout because the Australian player is effctively putting the ball into touch because he is stood outside the touchline. But to which team?

Lineout to Wales, in effect the Australian player has just run out of play with the ball!!!
