Yes.  The labels refer to incandescent bulbs which produce a lot of heat.  In fact, about 98% of the energy goes to waste as heat.  So a 60 watt bulb is using less than 2 watts for light and about 58 watts for heat.  The shade could overheat and either melt, catch fire, or both if a bulb is used that generates too much heat.  A low energy bulb doesn't produce near the heat that an incandescent bulb does, so you can safely put in a larger bult.  A compact flourscent (CFL) bulb is 8 % efficient.  Just be careful and don't overdo it.
