Some must think so. I keep hearing an argument on R&S that the restriction on blood in Acts chapter 15 was only temporary, and that it only applied to certain gentiles. According to some, the older men in Jerusalem thought that gentiles eating blood would be offensive to the Jewish converts. Because of this and this alone, a temporary restriction on eating blood was given to these gentiles. (However, in the letter sent by the older men, the words "gentiles," "Jews," or "temporary" are not used.)
If we look at Acts 15:28, 29, we can see that the restriction was not limited to blood. It included foods sacrificed to idols, meat that wasn't bled properly, and fornication.
If the restriction blood was temporary, then the restriction on fornication must also have been temporary.
So, is it Ok for Christians to commit fornication?
