Is it Possible to find peoples Address, Phone Number here in the Philippines?

I just want to know. In the USA, they can like search peoples Backrounds, where they live and ect. I was just wondering if this kind of thing is possible here in this poor country, and what I'm also wondering about is on how to do it. Can you please tell me!?

In a third world country like the Philippines,they're still lack of those technology that they have in some rich or industrialized country like the USA.And most of the people there are still living below the poverty line especially in some rural areas that still didn't reach by the so-called technologies.And in some big cities (Manila,Cebu,etc)the best thing that you can only find the peoples' address and phone nos. is thru the telephone directories,only if they have a telephone at home or else you could face a narrow way of checking it on the NBI or SSS,if the person had a file on them. And if not,you can go to a nearest TV or radio station for their help.
