Is it a Federal or State Crime .......?

Question

if a person has a routing number of a business,comes to that state and opens up a bank account in that state and transfers unauthorized funds from the one business account into another unrelated businesses account what kind of crime has occurred?

A rounting # has nothing to do with anything, all rounting #'s are found in the federal reserve website. now getting access through an account # can be done but extremely difficult to start transfering money with out the other noticing. the crime here would be fraud (felony) because the person doing the transfer is acting as the own or are a signer of that bussiness. people try this stuff all the time but I havent seen it done with success
