Is it a bad idea to tell a guy you like him?

I really like my guy friend for about a year now, but I was afraid to tell him b/c he has been getting over a breakup with long time g/f. He was sending me mixed signals and sort of ditched our group for another one. He said he would be "back to normal" by fall. I tried to get over him, but CANT. Should I just tell him how I feel so I can move on? If so, when should I tell him? RIght away?

i think its wrong. guys should b the ones to take charge nd tell the girls they like them nd not be little p*ssys
