Is it a bylaw in cochrane to post flyers on the mail boxes around my neighborhood?

I wanted to start a dog walking buissness and i put up 3 flyers on each of the mail boxes around my neighborhood and an hour and a half later i looked at the one outside my house and all 3 were gone, im not sure if its a bylaw to put flyers on the mail boxes and the mail lady took them off or people were acctually interested. Help me please!!!

You cannot put anything on the mail boxes they are federal property.
